Harrisonburg Town Trustee Minutes

Trustee Meeting 9 June 1799 (cont.) – P6

Ordered that if any white person male or female shall be seen to wash any cloths along
the end of the race of the Spring, or to hang any cloths, on the wall of the said Spring,
upon information being given to the said Trustees, or if within there own knowledge
shall for every such offence forfit and pay 34 cents, and if a slave shall be guilty of the
above offence the said fine shall be paid by the Master or owner of such slave or the
said slave shall be taken to the Public Whipping post by his or her Master and receive
10 lashes, on his or her bare back all which said fines shall be recovered and
appropriated as the Law Directs.

Ordered that if any white person or slave shall be seen galloping any horse, mare or
gelding along the streets, alleys or public grounds in the said Town of Harrisonburg
shall for every said offence be fined in the sum of 50 cents, and if a slave to be paid by
his Master or Owner of such slave, or that such slave shall be taken to the Public
Whipping post by his or her Master and receive 15 lashes on his or her bare back, all
which said fines shall be recovered and appropriated as the Law Directs. Provided
nevertheless that the ___ shall not be so construed as to prohibit the men belonging to
the Company of Cavalry commanded by Capt. Spangler from galloping their horses on
days of Mustering or Parade.
Ordered that the above law be in force from and after 15th day of July next.

Ordered that the following persons be and they are hereby nominated and appointed
Surveyors of the several Streets and Alleys, for the aforesaid Town of Harrisonburg to
wit John Hicks, George Sites, John Pence, Humphrey Keys, Henry Burgess whose
several hands shall be comprehended in the following bounds to wit John Hicks to have
